Transforming Vacant Properties into Community Assets

This report outlines the causes for the foreclosure crisis, problems in the market specifically for foreclosed properties, the opportunities for interventions (land banking, enhanced code enforcement, vacant property registration ordinances) designed to ensure that foreclosed properties are productively reused, and a near term agenda for further research to aid implementation of these efforts in communities across the country.
