This article provides a detailed breakdown of the econometric model used to identify the cost of vacant properties in the city of Baltimore. By examining the time spent by service providers like police and fire, the City was able to determine how much additional cost goes in to servicing areas with vacant properties. This provides the City with a wealth of information to use when seeking to recoup and/or minimize costs related to foreclosure.
