Cook County Land Bank TAP Report

Cook County, Illinois has faced a widespread problem of vacancy and abandonment, especially following the recent foreclosure crisis. This report, produced by a Technical Assistance Panel (TAP) to support land banking efforts in the County, introduces the problem of vacancies and the need for a county-wide land bank to help return vacant properties to productive use. The TAP report outlines a series of recommendations for the governance structure, powers, staffing and financing of a Cook County Land Bank.
